IT Manager (Project Management Office) (Strategic Planning) (PR0163/20-21)

This is a new position for Strategic Planning Section in the Office of Information Technology. Reporting to the Assistant Director of Information Technology (Strategic Planning), the appointee will be an in-house expert in providing necessary program and project management support to project owners and managers of the University from strategy through execution. The appointee should understand both the short-term and long-term strategies of the Office and the University so as to formulate and promote the project governance model, methodologies and standards as one of the key enablers for the success along the transformation journey.

Responsibilities

  • Establish and maintain a standard set of practices, processes and templates for managing projects consistently and efficiently to reduce project related risk and costs;
  • Manage strategic and complex projects related to University Strategic plan;
  • Develop and deliver services and support IT/Digital program and project management capability across the organisation to reduce project related risk;
  • Monitor and report on compliance with established standards to ensure the organisation adheres to agreed policies and standards;
  • Manage interdependencies and balance competing demands to ensure objectives are delivered;
  • Collaborate with business users (both academic and administrative departments) to understand their business requirements and operational needs;
  • Ensure project and program management processes and systems are efficient and effective whilst aligned with business needs;
  • Collect, consolidate and analyse program and project data to support effective decision making; and
  • Any other projects and assignments as directed.

Requirements

  • A Bachelor’s degree in business administration, information technology or related discipline;
  • 10 years or above experience in Program & Project Management or experience in a similar role as a PMO Manager;
  • Project management experience in managing large and complex projects;
  • PMO experience in at least two end-to-end businesses or digital transformation programs, which include but not limited to program & project management, stakeholder analysis and change management;
  • Experience in establishing program and project governance model, processes and standards as well as enabling the project managers to adopt during the project planning and execution;
  • Certification in at least one of Project Management practices (e.g. PMP, PRINCE2, Scrum etc.); and
  • Excellent written and verbal communication skills, strong leadership skills, commitment-to-task. He/She must be a self-starter, with strong decision-making skills and ability to work under pressure.

Initial appointment will be offered on a fixed-term contract up to 3 years. Re-appointment thereafter will be subject to mutual agreement.

Salary will be commensurate with qualifications and experience.
